New Delhi: Telecom, the apex decision making body of the Ministry of Communications has decided to allow mobile phone companies to share spectrum, but this option is limited to 2G airwaves alone. The second generation (2G) spectrum is used largely to provide vanilla services.
This means that telcos do not share the 3G range. Incumbents such as Bharti Airtel, Vodafone, Aircel and Idea Cellular, which has taken government to court, the Department of Telecommunications has asked these companies to stop their 3G roaming deals, expected to enable the sharing of political changes in the airwaves, putting an end to this controversy. These companies have signed up 3G customers across the country riding a bilateral roaming agreements that allow these companies to use the airwaves to each other and offer high-end data services even in areas where they do not have thirdgeneration spectrum.
Leading operators said they were unaware of the decision of the TC, because the government had not announced it.
TC has decided to introduce a slew of riders dominate the spectrum sharing. First, only those companies that have a particular area can be divided into the airwaves. For example, Tata Teleservices, Uninor, or not having 2G spectrum in Delhi, can not be shared with any other operator of the airwaves, radio frequencies that are here and run the GSM-based mobile services. "Spectrum spectrum can be divided into only two owners .... He adds that the two companies will share the airwaves only if their combined holdings do not exceed the limits in M & A norms. TC training was recently approved by the sector regulator's recommendation that at the time of the merger, the combined entity be allowed to have up to 25% of all waves in the region. Spectrum sharing is also engaged to be renewed every five years.
Where operators share spectrum, both companies have to pay royalties on the total number of waves and severally liable, the TC said. Currently, each company share by 2% and 6% of its annual revenues based on the amount of these waves. For example, an operator, which is only 4.4 MHz airwaves around 2% of the shares of their annual revenues towards spectrum usage fee. Now, the two telcos, which is 4.4 MHz for 2G airwaves in every region of the operators will have to share them with the 6% share of their total annual sales tax in that direction.
TC also said that the government should pay spectrum of telcos sharing the commercial value of the airwaves they use. This means that the operator, which is 4.4 MHz airwaves, radio and other telco share the same amount to pay for "current prices" an additional 4.4 units of spectrum it uses.
"In order to pay the current price does not operate to give up, the licensee is authorized to pay the current price on the date of authorization, every year, instead of five years at a time, and the payment ends when sharing agreement is void in between," Protocol TC meeting added.
